Overview
Liz Rogers is a land use attorney who helps clients secure zoning approvals in Montgomery County, the City of Rockville, Washington, DC and Prince George’s County. She works on projects for developers of mixed-use, commercial and residential buildings, educational institutions, religious organizations, and individual property owners.
Liz merges a background in community planning with a thorough understanding of land use and zoning laws. Her background in interior design provides her with an understanding of the fine details of construction and design, allowing her to work effectively with project members like architects and engineers to develop technically sound plans.
Liz has provided assistance to clients through all stages of the development process, starting with zoning feasibility and due diligence, working throughout the process of obtaining various development and administrative approvals (such as sketch plans, site plans, special exceptions and variances), and assisting project engineers to obtain the necessary post-approvals and permits to help meet project construction schedules. She also has experience working on real estate matters involving easements, leases, subdivision approvals and deeds.
Liz, who was born and raised in Arizona, is an avid runner who enjoys running half-marathons. She also enjoys gardening, hiking and spending time outdoors with her husband, and young son and daughter.

Representative Matters
Buchanan Partners – The Grove 270
Representing Buchanan Partners in connection with the redevelopment of the largely vacant, suburban office development along Shady Grove Road with a multi-phased, residential project containing multi-family, two-over-two and townhouse units. The project is utilizing the Expedited Approval Plan process for the Commercial to Residential Reconstruction use.
Strathmore Square
Represented Fivesquares Development in obtaining the necessary land use entitlements, including sketch plan, preliminary plan, and site plans for the redevelopment of the Grosvenor Strathmore Metro Station (known as Strathmore Square). The development includes almost 2 million square feet of residential development, and over 300,000 square feet of commercial uses, at full build-out.
Chevy Chase Lake
Representing CCLC and Bozzuto Development in the joint redevelopment of more than 1 million square feet in Chevy Chase Lake, Maryland. The first phase of the overall project involved the redevelopment of the Chevy Chase Lake East Shopping Center with up to 534 dwelling units and over 100,000 square feet of commercial use in three buildings with significant on-site amenities, for which Sketch Plan, Preliminary Plan and Site Plan approvals were obtained.
Corso Chevy Chase
Represented Galerie Senior Living in connection with the rezoning and subsequent Preliminary and Site Plan approvals for the redevelopment of the former 4-H Center located on Connecticut Avenue with a senior living community containing a Residential Care Facility (over 16 persons) with up to 287 independent dwelling units and 190 assisted living beds and 30 memory care beds, and up to 5,000 square feet of commercial/retail use (which, while primarily intended to serve project residents, will be made available to the public).
Lerner Black Hill
Serves as land use counsel for Lerner Enterprises in connection with the mixed-use, multi-phase development known as Black Hill, located in Germantown Maryland. The Black Hill project includes approval for up to 2,458,055 square feet of development and provides substantial on-site open space (with over nine (9) acres of diverse open spaces currently provided within the project).
AHC – Randolph Road
Served as land use counsel for AHC Inc. in helping to obtain the necessary land use entitlements (including Site Plan and Preliminary Plan) for the redevelopment of the formerly County-owned property located in Silver Spring, Maryland with an affordable housing development. The project includes 200 affordable housing units. AHC Inc. partnered with Habitat for Humanity Metro Maryland to incorporate affordable home ownership in the project, through the construction of both single-family detached dwellings and condominiums.
