A recent analysis of multi-family permitting data highlights a dramatic decline in new residential development in Montgomery County following the county’s rent control law in July 2024.
Land Use attorney Stacy Silber recently commented on how rent stabilization has raised return thresholds for investors, making financing significantly more difficult and showing new developments.
In “Montgomery County wrestles with sharp drop in multi-family projects,” published on January 28, 2026, Silber commented, “Because of rent control, capital investors have raised their financial threshold. They are raising what they would accept as a rate of return before even starting a conversation with people who are looking for investment in the county.”
The article also points to early efforts by the county to address the issue. Silber said, “I think Montgomery County is beginning to take note of what is happening and the fact that almost no multi-family projects are moving forward right now,” as officials explore policy adjustments aimed at encouraging new development.
