Harry Storm is a principal in Lerch, Early & Brewer’s Business & Tax and Litigation groups. He dedicates a significant portion of his practice to the retail petroleum industry, including issues under the federal Petroleum Marketing Practices Act. He successfully represents small businesses in disputes with the major oil companies and has won significant verdicts under the PMPA and other applicable law, including the Robinson Patman Act. Harry has served as General Counsel for 25 years to the WMDA Service Station and Automotive Repair Association, a regional trade association of retail service station dealers and auto repair facilities.

Harry received a Bachelor of Arts degree from the University of Maryland in College Park, Maryland in 1976. He received his Juris Doctorate degree, magna cum laude from the University of Baltimore School of Law in 1979. Harry is admitted to practice before the Court of Appeals of Maryland, the District of Columbia Court of Appeals, the Supreme Court of the United States, the United States Court of Appeals for the District of Columbia, Fourth and Sixth Circuits, the United States District Court for the District of Maryland, the District of Columbia, the Western District of Pennsylvania, and the Eastern District of Michigan.

Harry has given countless hours of service to the Montgomery County and Maryland State Bar Associations. He has served as president of the Montgomery County Bar Association and the Montgomery County Bar Foundation, and also served as treasurer and executive committee member for both organizations. Harry also served as a member of the Trial Court’s Nominating Commission for Montgomery County. At the state level, Harry served two terms on the Maryland State Bar Association Board of Governors and is a member of various MSBA committees. He additionally served as a member and then chairman of the Attorney Grievance Commission Review Board after serving many years as a member of the Grievance Commission Inquiry Panel.

Prior to entering private practice, Harry was an Assistant State’s Attorney for Montgomery County.

Harry has been listed in both the Maryland and DC issues of SuperLawyers magazine.
