Mr. Storm practices in the firm’s business and litigation departments. A significant portion of his practice involves the retail petroleum industry, including federal litigation under the Petroleum Marketing Practices Act and other federal and state law. He is a frequent speaker at industry conferences and meetings on legal issues related to the petroleum industry.

Mr. Storm was born in Frostburg, Maryland on December 27, 1954. He was graduated from the University of Maryland in College Park, Maryland in 1976 with a Bachelor of Arts Degree. He received his Juris Doctorate degree, magna cum laude (with highest honors) from the University of Baltimore School of Law in 1979.

Before joining Lerch, Early & Brewer, Mr. Storm was since 1984, a principal in the law firm of Abrams, West & Storm, P.C. located in Bethesda, Maryland. He is a former Assistant States Attorney for Montgomery County, Maryland. Mr. Storm is admitted to practice before the Court of Appeals of Maryland, the District of Columbia Court of Appeals, the Supreme Court of the United States, the United States Court of Appeals for the District of Columbia, Fourth and Sixth Circuits, the United States District Court for the District of Maryland, the District of Columbia, the Western District of Pennsylvania, and the Eastern District of Michigan.

Mr. Storm has been an active member of the Montgomery County Bar Association, serving as President (2002-2003); Bar Foundation President (2003-2004); Treasurer (1999-2000); Bar Foundation Treasurer (2000-2001); Executive Committee Member (1996-1998); and Chairman of the Federal Practice Section (1990-1992). He is currently active in the Maryland State Bar Association, serving as a member of the Board of Governors (2007-2008). Prior to his involvement with the Board of Governors, his activities in the State Bar included Young Lawyers’ Section Circuit Representative (1985-1987); Member of the Committee on Resolution of Fee Disputes (1999-2003); Litigation Section Member; and Fellow, Maryland Bar Foundation. Mr. Storm has served as a member of the Attorney Grievance Commission Review Board (1995-1998), serving as chair (1997-1998) and as vice-chair (1996-1997). He also served as member of the Attorney Grievance Commission Inquiry Committee (1986-1996).
