Mr. O'Neil practices in the firm's Land Use and Zoning and Community
Associations groups. He was born in Washington, D.C. on December 2, 1966. He received his undergraduate degree from Boston College in Chestnut Hill, Massachusetts in 1990. He received his J.D. degree from The Catholic University of America, Columbus School of Law, in Washington, D.C. in May, 1999. While in law school, he served as the Vice Chancellor for the Civil Rights Moot Court Competition. Upon graduating from law school, he served as a law clerk for Judge Nelson W. Rupp, Jr., Circuit Court for Montgomery County, Maryland. Mr. O'Neil is a member of the Maryland, District of Columbia and Virginia Bars.
