Mr. Barr practices in the areas of land use, planning, zoning, historic preservation, administrative law, and real estate. He has successfully represented a wide range of clients before the Montgomery County Planning Board, Board of Appeals, County Council, Department of Permitting Services, and City of Rockville Planning Commission and Board of Appeals. He was born in Atlanta, Georgia on June 24, 1973. He received his B.A. degree in philosophy from Lawrence University in 1995 and his J.D., with honors, from the University of Maryland School of Law in 1999. While in law school, Mr. Barr earned a concentration in environmental law and served as a student attorney and teaching assistant in the Environmental Law Clinic.
Prior to joining the firm in 2001, Mr. Barr served as a judicial clerk to the Honorable Albert J. Matricciani, Jr., Baltimore City Circuit Court (1999-2000), and as a Scholar Attorney in the Montgomery County Attorney's Office (2000-2001).
Mr. Barr is a member of the Maryland and Montgomery County Bar Associations, and is admitted to practice in Maryland, Virginia, the District of Columbia, and the U.S. District Court for Maryland.
